Is the fixed deposit refundable?

Yes. A portion may be withdrawn after the first year for approved purposes such as property, education or medical needs.

Must I live in Malaysia full-time?

No. PVIP carries no minimum-stay requirement — you are free to enter and exit the country entirely at your discretion.
